Most online flag sellers don't mention anything about base mounts. Generally the base mounts they sell have no ball bearings, the flag pole just rotates on a simple steel shaft.

The problem with plain steel shafts is they oxidise, then the rusting on the shaft binds against the pole and it can't then rotate in wind. This puts extra load and wear 'n tear on the flag and reduces its life.
